- Be a female of Liberian descent
- Be between 17 & 26 years of age
- A High School senior (before July 27, 2008), college student or graduate
- Be a resident of the state of New Jersey
- Never given birth to a child
- Develop a community service platform
- Be of good moral character, and never arrested or convicted of a crime
- Agree not to take any legal actions against the organization during or after the competition
